  In response to Hurricanes Katrina, Rita and Wilma the Oregon Trail Chapter trained over 1,500 new disaster volunteers in basic level courses at the Washington-Monroe High School facility. This mass training became known as “Fast Track”. Over 300 emergent volunteers were deployed while another 480 remained at the high school awaiting the arrival of 1,000 disaster survivors.

Welcome to the 2006 Disaster Leadership Institute!

You are invited to increase your knowledge and advance your operational leadership skills by attending the institute. Courses are strategically scheduled so that you can progress in your training throughout the nine-day period. We ask that you carefully study the information provided on this page before clicking the “Sign Me Up” button that will take you to Course Registration.

Not a Red Cross volunteer?
Don’t worry – We have provided a series of basic level courses, workshops, and presentations that will give you the understanding of how the American Red Cross responds during a disaster and how you can help during a relief operation. You are not obligated to become a Red Cross volunteer, but if you are interested please download the Volunteer Application form and begin your adventure.
  Disaster response begins at your local Red Cross chapter. There are over 800 chapters within the United States. This Volunteer Application is for the Oregon Trail Chapter. If you live outside of the Oregon counties of Clatsop, Clackamas, Columbia, Multnomah, Tillamook, Washington, and Yamhill; please go to www.redcross.org to find your local chapter contact information.
What is the cost?
There is a $25 registration fee. You may register for as many courses as you like providing you meet the prerequisites. You have the option to pay by credit card or check. The one exception is a $14 Amateur Radio Examination fee.
Where do I begin?
  • Review the “Training Requirements” and “Institute Calendar” to map out your course study. Oregon Trail Chapter volunteers may review their training history by contacting the Institute Organizer at 2006institute@redcross-pdx.org.
  • If you attended the ‘Fast Track’ training at Washington-Monroe High School in 2005, you are already credited with 3066 Introduction to Disaster Services and NEVO – New Employee Volunteer Orientation. You may have also taken Mass Care: An Overview, Shelter: Operations, and/or Family Services: Providing Emergency Assistance.
  • You will not be able to take more than one course falling on the Same Day / Same Time. For example; if you try to select ‘Disaster Instructor Specialty Training’ scheduled Monday, June 24th at 8am, you will not be able to select ‘Officer Development Training’ which falls on the same date / same time – one will cancel out the other.
  • Oregon Trail Chapter has designed our monthly disaster course schedule to offer many of the Basic Level courses you will need as prerequisites for Intermediate and Advanced offerings at the institute. Please click on the “Disaster Service Classes” button on this page to download a current schedule.
  • Once you have mapped out your institute plan, click on the “Sign Me Up” button and begin your leadership training experience.
Where will the institute be located?
All courses during the institute will be held at the Sheraton Portland Airport Hotel. The Sheraton offers free shuttles to and from the airport. Our citywide Max light rail train stops at the Alaska Airline baggage area. The Sheraton offers plenty of free parking spaces for overnight guest and institute attendees. We have arranged a special room rate at the Sheraton at $69 single/double. Please make your own hotel reservations:

Are there scholarships available?
A case by case consideration will be made to Oregon Trail Chapter volunteers who assist as workers and instructors during the institute. Contact the Institute Organizer at 2006institute@redcross-pdx.org for more information. Volunteers from other chapters must contact their individual chapter representatives for scholarship possibilities and reimbursements. Attendees are responsible for their own travel, hotel, incidentals, meals, and miscellaneous charges. Oregon Trail will not arrange direct billing of charges to other chapters.
When is the registration deadline?
Classroom space is limited. We anticipate 500 to 700 attendees over the nine-day event. We urge you to register as soon as possible.

  • Registrations must be completed by May 1, 2006 . This allows the institute committee time to review application.
  • Intermediate and Advanced Level courses require a special application form 5898-H. E-mail, fax, or mail the completed form to the Institute Organizer by May 1, 2006 . Your course registration status will be “pending” until this form has been approved.

Am I promoted after completing the advanced courses?
Not yet! The Disaster Services Human Resources process has operational experience and educational requirements for promotion. Additionally, your chapter must submit an evaluation of your proficiency to the Service Area for consideration. Oregon Trail Chapter volunteers will receive more information about promotions during and following the institute.

Is this training just for Red Cross volunteers?
Not at all! Anyone is welcome to attend. Invitations to the institute have been sent to partner organizations, companies, and governmental agencies. Just be aware that some courses have Red Cross prerequisites with specific qualification requirements.
Will there be food available?
Coffee service will be provided daily at the registration area. The Sheraton Hotel offers a full service restaurant, a café, and a lounge. Please see the Red Cross etiquette section regarding alcohol. Room service is available to overnight guests.

Red Cross Etiquette?
The American Red Cross mission, values, fundamental principles, and policies are communicated to volunteers and staff through numerous documents, courses, and handbooks. Each individual who wears a Red Cross badge, logo, and clothing is representing the whole organization. Behavior and conduct unbecoming of the organization will result in expulsion from the institute without refund, and possible further action. We ask that you wear approved Red Cross identification while attending courses and recognition events. Please avoid clothing with logos unless you are representing a partner organization in collaboration with the training. We recommend you remove your Red Cross ID while visiting the lounge or participating in activities outside of the institute.
Each course has limited space so please register early!
